About the Role:



The Director of OSP Engineering & Construction will be responsible for leading a team of engineering and construction professionals and setting strategic direction and guidance for new build and maintenance projects within their assigned regions. The Director will have full end to end responsibility for the delivery of cost-effective, quality OSP infrastructure.  This includes Copper/Fiber augments, Customer orders, Road moves, and all other OSP projects.



This position will also participate with architecture on network design standards and the selection of OSP products. The Director will have full responsibility for the Capex and Opex budgets for their assigned area of responsibility in support of growing and maintaining Consumer and Business customers and meeting company objectives.



What You’ll Do:



Responsibilities in the role include:




  • Provides leadership and direction to the OSP Engineering and Construction Teams within their designated area.

  • Establishes goals and objectives that drive process improvement and consistency, cost-effective network designs.

  • Provides thought-provoking leadership throughout the organization to foster innovation, teamwork, and appropriate risk-taking.

  • Decides cost points for copper augments versus replacements.

  • Responsible for bringing together the Planning and Engineering disciplines to analyze the need and the design of the network and implementing tactical and strategic initiatives.

  • Participates in the evaluation and selection of new technology.

  • Reviews planning designs for new services, corporate initiatives, relocations, and any other challenging situations to ensure best design practices have been utilized to come up with the most efficient, cost effective OSP solution.  

  • Ensures Construction and Engineering teams are performing network designs as specified:  on schedule, on budget, and providing a quality construction product per Windstream standards to meet project requirements.

  • Able to communicate to senior level management within the company and provide timely and effective communications and reports.

  • Manages operational expenses for their given region of responsibility.

  • Consistently reviews project costs to ensure accountability, compliance with schedule of authority, and verifies expenditures against estimated job costs. 

  • Provides direction, advice, and mentorship to the management team and staff on issues and assists in removing roadblocks to ensure positive outcomes.

  • Hire, train, and supervise engineering staff members

  • Review, forecast, and manage capital expenditures to insure accountability to capital targets and goals.

  • Serve as Single Point of Escalation for OSP issues, drives resolution by inserting influence, direction, and decision making into escalations to ensure performance and on time delivery for Windstream customers.

  • Responds to requests from other departments for information on initiatives, billing, expense, and employee issues.

  • Participates in interdepartmental discussions on policy and help craft Windstream policy on issues.

  • Capital Budget Preparation and Planning: Coordinate the creation of Capital Costs for future project plans, baseline expenditures (road moves, service funds, etc.,) and Expense Costs in order develop the annual budget.

  • Ability to work with multiple teams and provide leadership to drive productivity while meeting safety requirements.

  • Other duties as assigned including travel to meet Windstream business needs.



Do You Have?




  • College degree in Engineering or a related field and 10+ years professional level experience with 3-5 years supervisory experience; or 14+ years professional level related Engineering/Technical experience with 3-5 years supervisory experience; or an equivalent combination of education and professional level related Engineering/Technical experience required.

  • Outside Plant Engineering/Technical experience desired especially in areas of Fttx and legacy copper plants.

  • Excellent written and oral skills.

  • Construction experience within the Telecom Industry a plus along with familiarity with RUS unit and Telcordia standards.

Job Requirements
