About the Role:
Kinetic is committed to following the Rules and Regulations governing Environmental and Historical Preservation. Those include but are not limited to NEPA, Clean Water Act, Endangered Species, Section 10 of the Rivers and Harbors Act of 1899, the Departments of Environmental Protect (DEP) for each State. Kinetic is committed to the rules and regulations governing FAA and FCC. This role will require understanding these rules / regulations and providing guidance to others to ensure adherence to these Rules and Regulations.
What You’ll Do:
- Understand the National Environmental Policy ACT (NEPA) including Section 106 and answering both internal and external questions regarding this ACT.
- Understand and provide guidance related to Federal Rules and Regulations governing Environmental and Historical Issues (Clean Water Act, Coastal Zone Management, Endangered Species, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, National Historical Preservation Act (NHPA), Coastal Barrier Resource Act, River and Harbors Act, Wild and Scenic Rivers Act, Wetland Protection, Coral Reef Protection, Migratory Bird Act). You will need to answer questions both internally and externally.
- Provide Guidance on State DEP and State Historic Preservation Office (SHPO) Issues.
- Manage third-party Environmental Firms. You will be responsible that the Environmental Firms understand the rules, regulations, and exceptions for compliance and provide the needed output. Provide direction internally on needed actions to comply to those rules/regulations.
- Handle and process Federal Special Use Permits (National Forest, National Parks, BLM, BIA) and answer questions internally and externally.
- Assist with the Environmental and Historical Compliance Projects for Windstream for all Federally Funded projects such as Capital Project Fund (CPF), Broadband Infrastructure Program (BIP), BEAD Federal Projects
- Advise the Planning, Engineering and Construction Departments on design changes needed to address issues identified in the Historical and Environmental Review of the project. - Obtain cost estimates and issue POs for work to be done.
- Become knowledgeable on FAA rules and regulations. You will determine if a tower/pole needs to be filed with the FAA. You will make that filing, as well as all future filing including forms such as 7460.
- Responsible for handling the Antenna Structure Registration (ASR)s associated with those towers.
- As an Environmental Engineer, you will directly work with and provide guidance to Directors and VPS in the Planning, Engineering, Construction, Government Programs, and the Legal Departments.
Do You Have?
- A college degree in Engineering or similar discipline and/or 2+ years technical experience
- Experience with NEPA for both Wireless and Broadband Projects
- Experience working with and understanding Environmental and Historical Rules Governing Federal and State Projects (Projects can have different requirements depending on funding)
- Experience managing third party firms.
- Experience working through the Federal Special Use Permit Requests.
- Working knowledge of the different sources and databases for Commercially Navigable Waterways, Environmental Justice, Flood Hazard Zone, Floodplain 100yr, Infrastructure and Structures, Karst Topography, Land Ownership Potential Conflict, NHD Flowline, NHD Waterbody, NWI Wetland, Social Vulnerability Index, Species Range, US Federal Land, US Tribal Land, Wild and Scenic Rivers.
- Knowledge in using TCNS, OE/AAA website, FCC ASR web Site, Commission Registration System (CORES), TOWAIR, Construction Drawings, Microsoft EXCEL, ADOBE, PowerPoint, Google Earth Pro.
- Communicate with Federal and State Agencies to determine if a NEPA review is needed.
Even Better:
- Understanding of NTIA’s RED Book dealing with Spectrum Rules and Regulations.
- Understanding of FAA rules governing Obstruction
- Understanding of FAA requirements concerning Marking, Lighting and Alarming.
- Understanding of the NOTAM Process.
- Understanding of CBRS Spectrum requirements and rules.
Minimum Requirements: College degree in Engineering or a related field and 0-2 years professional level experience; or 4+ years professional level related Engineering/Technical experience; or an equivalent combination of education and professional level related Engineering/Technical experience required.
