Overall Scope of Responsibilities

  • Serve as primary counsel to, and support for Windstream’s state government affairs regional vice presidents (RVPs)
  • According to priorities, interact with state public regulation commissions and legislatures directly or advise/assist RVPs in doing so
  • Assist RVPs with messaging regarding regulatory and legislative initiatives/developments to allow for consistency company-wide
  • Consult with and provide insight and support for other areas of Windstream’s organization (e.g., Legal, Federal Government Affairs, Marketing) when matters (a) may have political ramifications and/or (b) relationships with state government officials can be leveraged to the company’s benefit.

 

Job Description

  • Establish and prioritize Windstream’s state and local policy objectives in coordination with the RVPs
  • Lead development of advocacy plans and strategy to achieve Windstream’s state, and sometimes local, policy objectives
  • Serve as counsel in preparing legal pleadings, testimony, and filing comments in rulemaking dockets and cases before PSCs and state legislatures in telecommunications and broadband-related matters
  • Work with company subject matter experts to collect information needed to support state/local advocacy efforts in telecommunications and broadband-related matters
  • Work with RVPs to both monitor for and notify appropriate internal business owners of newly adopted state orders/rules/legislation for telecommunications and broadband-related matters, including summary of key provisions, relevant background, and, if applicable/known, a description of next steps in the proceeding/implementation dates
  • Assist appropriate internal business owners in identifying business impact of newly adopted state orders/rules/legislation for telecommunications and broadband-related matters and risks associated with new orders/rules/legislation
  • Advise on business initiatives/compliance implementation (e.g., bill insert text, bill backer information, marketing campaigns, etc.)
  • Review terms of state broadband and universal service fund grant and loan programs and work with internal business owners to assure Windstream can participate and/or comply with program requirements 

Job Requirements

Minimum Requirements:

  •         5 plus years of experience as an attorney, preferably in regulator fields including lobby, legislative affairs and/or regulatory compliance.
  •        JD Required.
