Job Description:

Reporting to the Staff Manager for OSP Tactical Planning, the Manager-Engineering will manage a team of geographically diverse outside plant and broadband planning engineers, providing leadership and direction for the deployment of a forward-looking outside plant network infrastructure and state-of-the-art broadband electronics to provide advanced telecommunication services to Windstream’s customers.

Primary Duties:

•       Manage a team of 6-10 individual contributors working out of separate office locations, each responsible for outside plant and broadband planning activities within an assigned geographic area.

•       Insure that your team’s activities are aligned with Windstream’s corporate objectives and that your direct reports are aware of and follow approved processes and policies.

•       Manage performance of direct reports through goal setting, coaching, performance reviews, and conflict resolution.

•       Communicate daily with other work groups, both technical and non-technical, to provide timely updates and pass on information in a clear and concise manner.

•       First point of management contact for Planning involved escalations.

•       Monitor and prioritize workloads based on immediate and future service requirements to meet target dates and SLAs.

•       Provide direction regarding network design options, considering approved reference architectures, build timelines, capital costs, and ROI.

•       Review proposed projects for sound design and capital efficiency before sending to upper management for funding approval.

•       Review and approve Engineering work orders to insure they follow the planned scope of work, identify any cost variances, and have the correct project and funding codes to track capital spend.

•       Consolidate status updates from multiple sources to provide scheduled and ad hoc updates to upper management and other associated work groups.

•        Keep up with and apply new technologies, vendor platforms, and network architectures.

•       Other duties as assigned to meet business and customer service requirements.

Desired Skills and Qualifications:

•       Previous supervisory or management experience is desirable.

•       Self-motivated with the ability to effectively prioritize, manage, and direct multiple work assignments in a fast-paced, multi-tasking environment.

•       Outstanding verbal, written, and interpersonal communication skills with the ability to summarize and present detailed information to technical and non-technical audiences.

•       Strong analytical, problem-solving, and decision-making skills. Able to quickly understand requirements and identify appropriate solutions.

•       Ability to identify performance issues and modify general processes or provide appropriate individual coaching to improve overall team efficiency.

•       Team-oriented and experienced at working in a collaborative environment. Willing to consider the opinions of others and to think outside the box.

•       General understanding of outside plant engineering and construction principles.

•       Previous experience planning or engineering outside plant facilities including feeder and distribution design for both fiber and copper networks.

•       Understanding of access network design principles including physical and logical topologies, uplink sizing, port capacity, and bandwidth management.

•       Familiarity with Ethernet-based BBDLC and DSLAM equipment platforms for the delivery of voice, broadband, and video services.

•       Desire to learn new skills and a willingness to embrace change with a positive attitude.

•       Solid PC skills with the aptitude to quickly learn new software applications. Proficient at using Microsoft Windows, Office and Outlook. Familiarity with CAD/GIS, database, and asset management software is a plus.

Job Requirements

Minimum Requirements:

College degree and 10 years relevant workexperience, or 15 years equivalent work experience, or an equivalentcombination of education and relevant work experience.
Thorough understanding of telecom industryconcepts and terminology.
