The Network Operations Center’s (NOC) mission is to provide a world class customer service and network support through innovative teamwork and advanced technology while maintaining the network and exceeding our customers’ expectations. The VoIP NOC Engineer III will provide advanced network supports, manage network expansion, improvement, and upgrade projects on multiple VoIP switches and devices throughout the networks seven days a week/24 hour a day. 

The successful candidate must possess proven VoIP Engineering and architecture experiences and skills across multiple Telecommunications industry standards VoIP switches and devices such as Sonus, Genband, Meta, Broadsoft, Session Border Controller (SBC), UCAAS, SIP, and Cisco IP switching and routing technologies. The successful candidate will need to have advanced VoIP switching hardware, software, and translations experiences and skills to support the needs of the VoIP network working network outages, deploying new VoIP devices, grooming network traffic, routes, and devices to include moving customers from old TDM technologies to SIP VoIP services. A strong desire to serve as a subject matter expert working with VoIP Architecture and Engineering on various network innovation, enhancement, and improvement projects attending multiple technical conference calls on a regular basis. The VoIP Network Engineer III will mentor the Network Analyst, prepare training documents, network diagrams, network designs, and work collaboratively with VoIP switching vendors to mitigate equipment failures and resolve troubles as urgently as possible.

The incumbent will serve as a liaison between VoIP Network Operations, Architecture, Engineering, Wholesale, Enterprise Voice Repair, IP Network Operations and Engineering, and Network Security to include other groups such as IT, Marketing, Legal, Regulatory, external vendors, and Channel partners, etc.).

Duties The VoIP Network Engineer:

• Provides timely and professional expert level support for the Sonus Networks, Meta switch, Genband switch, Broadsoft servers, Session Border Controllers (Sonus, ACME, and Perimeta SBCs) platforms. The Engineer will work on hardware, software, and translations troubles, translations, design, and document changes such as network grooms, expansions, decommissioning, upgrades, and etc.

• Provides timely and professional expert level verbal support for the assigned platform’s software or operating system for all software versions or releases deployed in Windstream’s VoIP network.

• Utilizes “homegrown” software applications to provide timely Root Cause Analysis or Reason for Outage reports as assigned by VoIP NOC management

• Documents and resolves database inconsistencies or corruptions as presented by Translations Engineering and engages vendor support on behalf of Translations Engineering when required

• Writes and sustains VoIP NOC’s suite of internal technical documentation for the assigned platform

• Identifies opportunities for improvement in the quality of the documentation available to the rest of VNOC for the assigned platform

• Sustains existing customer disaster recovery plans and 911 reroute procedures, to include engaging Translations Engineering when required

• Leads training activities to ensure that relevant employees and third-parties understand, acknowledge, and fulfill their obligations to mitigate network failures, enhance network uptime, and improve customer experience.
• Leads information security compliance activities designed to achieve and maintain a high degree of adherence with both internal and externally-defined security requirements. This may include conducting security evaluations, assessments, and audits to validate security compliance.
• Serves as the organization’s conduit for all activities with VoIP Architecture and Engineering and manage network changes and equipment audit and compliance in support of FCC rules and regulations.
• Writes technical documents and bulletins as necessary for the Enterprise customer Repair organizations to help them better support our customers.
• Performs risk assessments, provide recommendations and present findings.
• Participates and troubleshoots network related outages to resolve network troubles and investigates further the root cause of all network outages when deemed necessary.

• Collaborates with vendors and internal engineering teams during planning and implementation of conversions and upgrades

• Acts as a liaison between VoIP NOC and vendors, Planning, Translations Engineering, VoIP Engineering, Power Engineering, Voice Applications Engineering and Network Performance

• Reviews and validates MOPs as requested by engineering teams (in “captive” or lab switches, where possible)

Position Requirements:

•  Solid hands on Engineering and NOC Support experience with the Sonus VoIP Networks, Meta switches and related servers (EAS, UMG, CFS), Session border controllers (ACME, Perimeta, Sonus), Nortel CS15, Genband, Broadsoft Servers (Applications, Network, Media, Web /XSP, and etc), Cisco and Juniper VEs.

• Proficient in the use of Windows-based computers. Able to use IE, Outlook, Word, Excel, Visio, Access and PowerPoint without guidance or supervision

• Demonstrated competency with Unix (including vi) or Linux

• Demonstrate solid competency with the supported solution’s debug levels and utilities

• Knowledge of common VoIP Protocols, VoIP Servers, Soft switches, SIP trunks, NNI, UCAAS, SD-WAN, Cloud Technology, Cisco and Juniper Voice Edges.
• Must be a capable and proficient Technical professional writer.

• Be an inspirational and enthusiastic promoter of quality VoIP planning, and Engineering, and design.
• Familiar with business continuity and disaster recovery planning.
• Solid knowledge of network protocols, data flows, SIP, VoIP protocols.
• Solid understanding of networking concepts.
• Familiar with IPv6.
• Familiarity with Layer-2 and Layer-3 VPNs delivered via protocols, such as MPLS.
• Familiarity with OSPF and BGP routing protocols.
• Comfortable with use of the UNIX operating system.

Education and Experience:  

College degree in Engineering or a related field and 3-5 years professional level experience; or 7+ years professional level related Engineering/Technical experience; or an equivalent combination of education and professional level related Engineering/Technical experience required.
